Phase 1: Pre-Application
Before submitting an application, determine your certificate type (Single Pilot, Basic, or Standard), identify required management personnel including a Director of Operations and Chief Pilot, and prepare your operations manual, training program, and company documentation.
Phase 2: Formal Application
Submit FAA Form 8400-6, provide management personnel qualifications, demonstrate financial capability, and submit your operations manual for initial review. FAA assigns your geographic Flight Standards District Office (FSDO) for the certification process.
Phase 3: Document Compliance
The FAA reviews your submitted manuals and programs. This includes your General Operations Manual (GOM), training program, maintenance program, and approved aircraft. Revisions are typical — plan for multiple review cycles.
Phase 4: Demonstration and Inspection
Your pilots undergo practical tests, and the FAA conducts ramp inspections of your aircraft. Ground training, flight training, and competency checks must meet specific standards. All aircraft must receive FAA airworthiness verification.
Phase 5: Certification
Upon successful completion, the FAA issues your Part 135 Air Carrier Certificate along with Operations Specifications (OpSpecs) defining your authorized aircraft, operations, and geographic areas. Allow 90–180 days for the full process.
FAA SMS Requirement
